I was able to start tracking the TNT delivery in the evening of 20/10/20 with PAN number. It is PEX number without spaces and three letters in the front.

It gave me the delivery date of 22/10/2020 with the following scans added gradually:

20/10/2020 – Hub Unitised
22/10/2020 – Driver Collection
22/10/2020 – Driver Delivery

Once delivered, the tracking also showed the picture of my door. It came in a passport sized white Home Office envelope. The supporting documents came the next day, also delivered by TNT, the same tracking number. All in all surprisingly efficient service.

tl;dr from they day RoyalMail delivered documents to HMPO to the day they printed and dispatched my passport, it took 15 days, and another 5 days for TNT to deliver.

Also note that even though they said it was printed and sent on 22 Oct, I wasn't able to track it on TNT website until the next day, evening on 23 Oct.
