Restaurant manager tier 2 sponsorship

Need some professional advice if the restaurant manager can get tier 2 visa, checked on home office website and restaurant manager categorised as level 3/lower so I am confused if they can apply? Thanks in advance

Not at present under the current rules. Maybe next year when the rules change and the new pbs route comes into effect, but probably not likely to qualify.
