As the non-EU family member, your own employment and financial situation are completely irrelevant for EEA applications. It is the EU sponsor, in this case, your wife, the one who needs to prove they are exercising treaty rights (working, looking for work, studying, being self sufficient), not the non-Eu family member.

If you were still married, if your wife was still exercising traty rights, and if there were no gaps in your UK residence at the time you applied for PR in 2020, then you should have been granted it. Again, no way to help to shed some light on the reason of the refusal if you do not share the exact wording of the refusal letter.
