UK Spousa Visa application - Doubts

Hi All,

My Spouse is in the UK now as D- Student Visa. She has a 'Leave to Enter" as student for the next two years.
She reached the UK and got a tenancy agreement as well on January 28th.

Now I have two queries
1. While applying to join her I see two partner visa options, ie Partner Dependent Visa PBS and Appendix FM Partner. Which one should I choose? or any other? My intention is to join her and have the permission to work as long as she is there in the UK.
2. Should I pay for IHS as a dependent visa? Reason I am asking I heard as per the recent rules that IHS is not applicable for dependent. However could not find any information.

It says Partner Dependent Visa -PBS(Including student). I got confused as it has PBS or Point based system?

PBS means Points Based System!!
