Confused about when to send off FLR(M)

I am confused about when to fill in the FLR(M) for my wife. She was given a spousal visa starting on 1 December 2018. However it seems to have been for 33 months - expiring on 1 September 2021. So am I supposed to wait 28 days before the 30 months (i.e. send it in in early May) or should I be waiting till 28 days before 1 September?

Assuming that I should be sending it in early May I will probably be coming back with further questions as I do the form but that's it for now!

I think after thirty months from initial entry in the UK and before expiry should be okay.

You can apply once you have completed 30 months from the date you arrived in the UK I.e if you are granted 33 months visa from abroad.
