All applicants are required to submit with their application two referee declarations. When you apply online the system will prompt you about referees and provide the templates.

The link I have posted is the policy document with all the requirements and qualifying referee professions on page 24. Your link is the form AN guide/booklet. They are two different documents.
You also need to wait 12 months on settled status before you can apply for citizenship.
