Zimbabwean passport holder with US residency wishes to visit UK

Hi, brother in law lives permanently in the US but still only has his original Zimbabwean passport. What does he need to do to get into the UK?
Is he treated as a Zimbabwean or an American on entry to UK?

Unless he has US citizenship and a US passport, he is only a Zimbabwean citizen and would need to apply for a visa to travel to the UK.

Simply living permanently in a country doesn't make a person a citizen.
