Unfortunately, you can't force the process.
You should not make arrangements for travel if your visa circumstances are uncertain. This should have to be communicated with work if necessary. Also, you may not get a BRP very quickly after ILR which could make things more complicated. Making assumptions about your immigration process is a mistake.
No, You cannot have two applications. Also, what would that achieve ? Do you think UKVI just randomly has kept your application and making a new one will give a faster response ? The immigration system is NOT a lottery game. Wait to hear back.
