According to the INIS I have to put in an application form first for a spousal one, not just turn up. There is no clear indication on any website of the right course of action as it mentions both appointments and applications, but it mentions the appointment first.
Assuming from your profile you don't require a visa.If you do not require a visa to travel to Ireland and you currently hold permission to remain in the State, you and your spouse/civil partner may attend at your local immigration office for permission to remain as the Spouse of an Irish National.

Your application must be submitted in writing to Immigration Service Delivery. You must complete the Spouse/Civil Partner of an Irish National application form and submit it by registered post, with all the required original documentation to the following address:

If you become a spouse or civil partner of an Irish national who is resident in the State, you may attend at ISD Burgh Quay or your local immigration office with your Irish national spouse or civil partner to apply for a change of status to Stamp 4. Details here.
