The cover letter is not a requirement, only comes into play when there is or are things to explain further or clarify to ensure CW has the full details or perspective the the answers on the form does not address fully.

What if the OP writes £43K and HR writes £38K (could happen!), I think that would be conflicting. I think OP should write what the annual income is, provided it exceeds £18,600.Officially, OP doesn't need a penny over this.
If OP needs the buffer to get to the promised land, then I might tend to agree with this line of action. But HR letter would also need to reflect this.
Agreed, and I have no arguments with the details. Which I take to mean captured in pay slips and reflects in account statements as part of remuneration as regular payment. If there is any clarification it goes as employer indicating certain amount is car allowance paid together.
Can OP clarify if the car allowance is itemised in payslip?

Thanks for the update. I was just wondering why part 3 won't be applicable in this case. The footnote stated that "if the account is a joint account, all owners should sign." Since we both have a joint names for utility bill + council tax, would we not need to sign this?
