Inquiry Regarding PSW Dependent Visa Eligibility for Master's Course Graduate

A friend of mine commenced a master's course in 2021, successfully completing it in 2023, and is presently on a PSW VISA. Could he now bring his partner to the UK, and would the partner be eligible to work under a PSW dependent VISA? I am seeking clarification on this matter due to recent changes in VISA rules, which I am not entirely familiar with.

Your partner needs to have been a dependant on your Student visa or Tier 4 (General) student visa to apply. You’ll also need to show that they’re still your partner.

Extract from graduate visa gov.uk - so if they were not dependents under his student visa that precludes them from graduate visa dependents.

Does the spouse currently have a uk student dependent visa?

Graduate route dependent visa can only be applied for within the uk if the person holds a student dependant visa that is not expired

My friend recently got married and planning bring his wife to UK on PSW dependent VISA. At present my friend is in UK having PSW VISA and his wife is in India. He wanted to bring her to UK on PSW dependent. He started his masters in 2021 and his PSW is going to end in 2025.
Could he now bring his partner to the UK, and would the partner be eligible to work under a PSW dependent VISA? I
