Naturalization - Referees : "director, manager or personnel officer of a VAT registered company"

Hi,

I am applying for naturalization via the 5years root. I am doubtful about referees and there is mixed sort of information around. So, request you to help me understand.
I work in a VAT registered company, so would like to have referees that fall under the category "director, manager or personnel officer of a VAT registered company". My doubt is..when HomeOffice says director/manager or personnel officer..
1. does it mean it is the person that when you search at companies house it shows the person role as a Director etc. ?
2. The person listed as Director in details at the companies house is actually the CEO of the company. Can he still be a referee as his title within the company is CEO, not director? if so should i specify director or CEO in the referee details section of my application.
2. Can any member of serior management be a referee? Like Senior VP, VP, etc?
3. do they definitely need to have the word "director/manager" in thier title. I am askign this because most of the senior management in our company are VPs or seniorVPs or Chief Engineers. Nobody has
the word "manager/director" in thier title.
4. Should it only be senior management or project managers/team leads/floor managers are also acceptable?

It needs to be someone who is senior enough and is someone who can make decisions, a reputable business person basically.
