Under the skilled worker rules when applying via SET(O), the visa route of the partner is not actually relevant. The partner could have been your partner dependant for 5 years under any partner or dependant route (including the family route). The message from home office seems to suggest that tier 2 partner and pbs dependent cannot be used together to create 5 years, which is misleading. I understand from this boards messages that this applies only for Set(M) and not set(O).
