Risk Factor - Student Credibility Test

Dear,

I am reading case worker guidance for Student visa and found one paragraph. I can not understand the risk factor.
For out-of-country applications, Entry Clearance Officers (ECOs) must refer to an
Entry Clearance Manager (ECM) to authorise the interview. In authorising a decision
to consider the genuine student rule, the ECM must take account of risk factors.

What does mean by account of Risk Factor?

They need to consider (ie account for) possible risks related to the applicant/the decision, it seems.
I doubt there's public guidance on what are the risk factors.
Not a qualified immigration adviser. Use links and references given to gain confirmation and/or extra information.

Friend's daughter has applied Student visa. College Independent and Level 3 course. She had Dependent visa refusal. She applied on 16th Birthday her student visa.
that is why asked about Risk factor and interview of 16 years old.
