A person over 18 years of age has to have ILR and has to wait 12 months on ilr before they can apply for British citizenship!

The adult chukd can get ilr when the other parent gets ilr.

Also, you have posted this question in the British citizen sub forum but are asking about ilr!!

Sorry for misunderstanding,

Example is

Person born in 1999 outside UK, parents move to UK in 2018 and got ILR this year.

Can he apply for ILR or British citizenship on parents behalf?

Is he in the uk?

If he isn't and has no UK visa then no, he cannot apply for anything based on his parents UK status.

He has to find his own visa he qualifies for.

He has to complete his own route to ILR, then apply for ILR, then wait a year since the ILR grant to apply for citizenship.
