Biometric appointment for switching jobs

Could someone confirm whether a biometric appointment is optional these days if someone who is in skilled work visa switch job to a different employer?

Biometrics are required, they are not 'optional'. If the person is eligible to use the IDV app, you will be told this after the application process.
