Why does she need to apply for a "renewal"? She doesn't want to renew her stamp 2 visa. She wants a stamp 4 visa. Can this be done online?

It's not very clear from the official immigration website.
**Resident in the State on an existing permission**
When she already has permission in the state, she just needs to renew it online with her new documents to be granted the permission her documents are submited for. There is nothing called changing permission. Her permission will just be upgraded.
