Sure, i got a response from them asking for some details which i have provided, awaiting further response.

In Country applicants should not see this block, as they don't have the option of selecting UK from the drop-down. This option should only exists for Out of Country applications.
We consider that the best course of action would be for the applicant to start again.
Applicants can opt to 'download their incomplete PDF' using the menu button in the top right, to help them should they start again. This will help to speed the process time taken to re-apply.
When reporting an issue with the out of country page populating when resuming your application, we ask that you provide your UAN application reference number. Live services can check these individually to confirm the impact, to confirm whether you should start again.
