Have you looked into whether your employer/organisation will offer you a loan for the purpose of applying for ILR?
The organisation that I worked with at the time of Covid had a policy of offering a salary sacrifice loan for the purposes of ILR and citizenship application. Obviously it will be recovered from your salary and they may require you to continue to work with them for a period of time after getting ILR, but if you are strapped for cash for this specific purpose, that may be something for you to speak to your HR about.
As already advised above, fee waiver is not available for the immigration pathways of your family. It is only available for FLR applications under the human rights pathway, not under any other pathway of the Immigration Rules. And once you get a fee waiver, the Home Office will look askance at applications not under that pathway.
