English Language test needed or not?

Afternoon all.

My step son has just submitted his application for British Citizenship.

He came over with ILE when he was 15 to join his Mother and completed his GCSEs in the UK. He is now 21. He has completed his Life in the UK test. I don’t believe it matters but he is Filipino where English is a joint national language and he can speak English as well as anyone. Does he need to complete a test?

He needs to do the B1 test.

B1 test needed.
The Philipines don't count as a majority English speaking country (per UKVI list).
Also UK GCSEs are not accepted.

Ok thanks, bit daft that someone who came from an English speaking country then completed GCSEs and achieved level 5+ has to take another English test but there we go!
