No. That is a provision for children born in the UK.
For children born outside the UK (and the US is as foreign to the UK as India is), at least one parent needs to either be a British citizen or be applying for British citizenship at the same time AND the child and the other parent should be having ILR.
Alternatively, all three (the child and both parents) need to have ILR AND the child needs to have lived in the UK for at least five years AND have had ILR for at least one year.
Or, all three (the child and both parents) need to have lived in the UK legally for ten years. In this case, the child doesn't need to have had ILR before registering for British citizenship.
Children born outside the UK are eligible to apply for ILR in-line with the second/less-privileged parent.
