Non EU Wife Coming to Live in France

Hi. I am an Irish/European Citizen living in France. My wife who is Congolese (Republic of) applied for a Schengen Visa which has been rejected by the consulate becasue they cannot 'transmit the marriage to France' because I am not French. I am sure this is not legal and have sent a report to EU for clarification, however I am interested in any information that would be helpful.
