Dependents visa refusal and appeal -old hsmp case

I need suggestions in following case
===========================
old hsmp applicant sept 2004

applied wife and kids visa feb 2005 refused on ground of low income

may 05 wife got visa

sept 05 applicant and wife got extn till 9/2008

july 08 husban & wife got extn till sept 2011

April 09 applied for kids and mother visit visa

mother visa approvd

kids rejected

The refusal reason is based on 319H (f)-both of the applicants parent must either be lawfully present in UK, or being granted entry clearance or leave to remain at the same time as the applicant. You have not provided any documentary evidence to suggest the whereabouts of your mother and she has not made an application with you.



Documents submitted

1. Covering letter from husband mentioning wife have visa till 9/2011
2. Bank -fund documents
3 House documents
4 Orignal all HO LETTERs, last HO Letter issued in 7/2008 was addresed to husband and wife for extn theri visa till 9/2011

5. Wife's 6 months bank statements of barclay bank for fund strength

=============================================

is ECO is corect or person should go for appeal and if yes what are chances and grounds

ECO is wrong. I assume you sent copies of your residence permits. Bank statements should be considered as proof of address. You can add another proof of address such as another account/bill that is in your wife's name. Sorry, I don't know process of appeal, but ECO is clearly mistaken.
