Yeah, that's true. Guess it's in the spirit of non-EU family members enjoying the same rights as their EU ones. Not quite true, to become a family member in the first place you need to marry, so a person wishing to marry an EU national (such as myself) have to apply for the COA. It's very true! Ofcourse you first have to marry an EU national as a non EU national, thereby applying for a COA.
