Only time spent in a legal category is counted towards naturalisation.
People who hold ILR prior to July 2011 have until July 2013 to file a naturalisation application (if they qualify to do so) under the current rules. If you are not married to a UK citizen, you will not qualify at the earliest to naturalise until around September 2014. Therefore, you need to be aware that you will be applying for naturalisation subject to the new criteria of the earned citizenship process (e.g., volunteering, mentoring, orientations, good character requirements, etc.).
If you ARE married/civilly partnered to a UK citizen at the time of application, you may apply for citizenship at the earliest in September 2012, which will be under the current rules.
