Work Permit Applicant Can't Come Into UK on Visitor visa?

The new employee should not travel to the UK as a visitor while his/her work permit and Entry Clearance are being processed and when they have not been finalised. If the employee decides to travel to the UK during this time, their work permit will become invalid and the whole process will have to start from the beginning. The Department will be responsible for paying for the new application.
I read this from a website...Is it true that while a out of country application for work permit is being processed, a visa national shouldn't apply for a visitor visa to enter UK?What if the work permit was refused and during the appeal process the person applies to enter UK as a visitor?
What happens if the entry clearance was refused and the person didn't go to UK?

I am currently in the process of the out of country application (well appeal stage now), but anyway from what i have heard, there is nothing physically stopping you from re-entering the UK on a visitor visa, however it would jepadize your chances of obtaining a visa (or EC) when or if the work permit is received.

In other words, it's probably best to stay out of the UK.

Does it mean, in theory I should not be in UK the date the work permit is issued? How will they know?

Theoretically yes, but I know of people who were in the country when their WP's were issued, in fact they even picked up the WP from their future employers, returned to their home countries applied for EC and came back no problems.

Thanks everyone. I spoke to an advisor in Work Permits UK and he confirmed that there shouldn't be any problem if I was in the UK while the work permit was being processed but have to go home to get the Entry Clearance.
I guess it is at the discretion of the EC Officer.
