At the moment no reference to the 10yr continuous lawful residence has been made. So for now, if one meets the 10yr long residence criteria/requirement, they are eligible to apply for ILR.

Do u think where it says, the tier 2 will become more of a short temp visa and the goverment wants to break the link between 5 years of tier 2 and permanent settlement, will make it easier to obtain tier 2 sponsor?
NO.
on the other side it says they are thinking of a maximum of 5 years for tier2 after which the person has to leave the UK, what about if by the end of 5 years, amount of time spend by me in the UK is more than 10 years legally? Can I apply for settelment then ?
Yes, you can. However, I don't think Long residence rule will survive that long.
and finally, where it says they may create a new category for exceptional people to join it after 3 years which allows them to settle, do u think by exceptional they are talking about graduate level jobs? or something higher?
Exceptional means EXCEPTIONAL and remember this is Tories EXCEPTIONAL, not Labours Exceptional.
btw, my mate has asked his uni and he is going to get his cert 3-6 weeks after the release of his results

Exactly and my guess is T2 Exceptional will be some what similar to T1 Exceptional.

I got this from the overview of exceptional
"This route is for those who are internationally recognised as world leaders or potential world-leading talent in the fields of science and the arts and who wish to work in the UK. Applicants must be internationally recognised as world leaders in their field."
i guess it doens't mean anyone who is graduate and earns a decent (30K) salary ? or does it mean some one with a qualification that is recognised in their industry such as qualification from IER?
