As Patty said, these rules that you are referring to evolve from the Good Friday Agreement. I agree that the recent Good Friday Agreement changed some of the rules and reduced the set of people eligible for citizenship from everyone born in NI to only a majority of the people born in NI.Good Friday Agreement
