The UK (& therefore Northern Ireland) fall under the U.S. visa waiver program.
Canada is not part of the Visa Waiver program. Canadians (and Bermudians) are admitted to the U.S. under separate provisions.To the best of my knowledge (and I am not 100% on top of breaking news this month), Canada and the UK are not threatened by changes to the visa waiver program, although new requirements may be popping up soon.
British citizens have always needed a valid passport. The exemption from the passport requirement only applied to Canadians, Americans and Bermudians.Coming up soon (2008) any border crossing into/out of the U.S. will require a valid passport .. but, never telling when border check will take their own initiative these days.
Also, as of 08 January 2007, if you enter/depart by plane or boat you will be required to have valid passports.
