Urgent Help/Info Required Regarding Revalidating HSMP Letter

Hi,
My case is a long story but I'll try to shorten it to come to the point.

11th October 2006 : My HSMP was approved and I recieved my HSMP letter.

19th October 2006 : I applied for EC from Karachi, Pakistan.

21st November 2006: My Ec was refused and documents were returned to me, the reason for refusal can be found in this thread http://www.immigrationboards.com/viewtopic.php?t=14044

My Original HSMP acceptance letter was held by the ECO and was not returned to me with my other documents.

16 March 2007: I was given appeal hearing date of 6th of June 2007.

10th April 2007: My HSMP acceptance letter (Held by the ECO/Visa Officer in Khi) expired (six months validity).

11th May 2007: I recieved a phone call from british visa consulate in karachi asking me to provide them with the new HSMP acceptance letter. I said I dont have it and I can only get it by returning the original. They asked me to come and collect the original HSMP acceptance letter from them which I did so. They refused to tell me if they have decided to overturn the decision but their sentences made me belief that they have decided to give me visa but they need valid HSMP letter before they can do so. They refused to give me any other documents as proof that the EC was delayed.


Now my question to you guys is that, what documents should I provide to home office in order to get my Original HSMP approval letter reprinted/re-validated. The page 6 and 7 of HSMP guidance notes indicates that I can get it revalidated if I can proof succesful appeal decision or if I can proof that visa decision was delayed. My case is none of these two as I am yet to get my appeal decision and also that my original decision was not delayed but refused.

Can anyone help me with this? I just need to know whether I should try to get the HSMP approval letter revalidated (if yes then with what documents?) or just wait for the appeal decision(Which I am pretty sure that I'll win)?

may be you could attach a cover letter and the appeal documents explaining this situation to Home Office; but still its a very unique case.

You could also call home office and get their view.

Hey troubledkhan, I went to the website to see what the guidance was available under ec and hsmp and frankly I couldn't find any definitive answer.
There is an indication that it depends on how long your EC is valid for not the HSMP letter so if you win the appeal, you might not have to get a new hsmp letter.
It is in your best interest to research it yourself.
I think the lack of response is indicative of the level knowoledge in this area which is probably small so we would only be guessing which is not good for you.

I am already researching on my own. Can you or anyone else can provide me with the Home Office phone number where I might be able to get some information about my case.

About revalidating my HSMP letter, I am quite certain and I need to get it revalidated even after winning the appeal. I am Pasting a part of HSMP guidance note which describes this situation a bit. Any comments or ideas by anyone on this are highly appreciated.
HSMP GUIDANCE NOTES PAGE 6 and 7

Requesting reprints of valid HSMP letters within 6 months of issue
Reprinting valid HSMP permission letters will apply in the following circumstances:

Reprinting letters that are no longer valid will apply in the following circumstances only:

Requesting reprints of letters delayed in the post
You may request a reprint of a letter that has been delayed in transit so that it is no longer valid. Reprints will be marked ‘Duplicate’ and will be free of charge, provided that the original letter of permission is returned together with your written request for a reprint.

If the original letter is not returned then your request will be refused and a fresh application with fee will be required. We reserve the right to confirm that the letter has been delayed in the post before issuing a duplicate.

Where there has been a delay in obtaining entry clearance:
You should provide evidence to explain the reasons for delay in this circumstance, in the form of a written notice from the visa section containing the entry clearance interview date, a written request for a reprint and the original letter of permission.

We reserve the right to confirm the authenticity of evidence provided. If you do not provide evidence of the entry clearance delay then your request will be refused and you will be required to submit a fresh application enclosing the associated fee.

Where delays arise from appeals against Entry Clearance Officers’ decisions not to grant leave to enter the UK:
You should provide evidence of the delay in this circumstance i.e. a copy of the successful appeal determination, with your written request for a reprint and the original letter of permission. We reserve the right to confirm that the evidence provided is genuine.

If you do not provide evidence of the delay then your request will be refused and you will be required to submit a fresh application, enclosing the associated fee.

Reprints will be free of charge once your written request is received, accompanied by the original letter of permission. If the original letter is not returned, and no confirmation from the British High Commission has been received that they have retained the letter, then a fresh application with associated fee will be required.

Finally I got the Entry Clearance
