The NZQA certificate means nothing to the UK Home Office, friend - they aren't interested in any certification except NARIC. You may submit the NARIC letter that you have as part of your exceptional consideration evidence. Be sure to mention in your covering letter that you are applying for exceptional consideration for your qualifications and you provide the letter from NARIC just to show that your degree is judged comparable to a British BA (ordinary) standard. With the academic transcripts and references that are required when you apply for exceptional consideration plus the letter from NARIC, the HSMP team should be able to see that a) you were in fact awarded a degree from your uni and b) your degree is comparable to a British BA (ordinary). What language is your birth certificate written in? If it is not in English, you must provide both the original document and a translation made by a certified translator.
