That is the figure they used to use when considering what it would take to support a spouse in the country as a minimum (before they brought in the new income figures).
It's basically the amount of money that a single person could receive as benefits (and therefore live on) as a minimum. It's very approximate, it isn't official by any means, it's just a way to give someone a number to aim for. A visa could still be refused based on that number.
The UKBA simply say 'sufficient' - well - if you live in a mansion and eat at top London restaurants every day and that's clear from your application, then it's going to be pretty obvious that having just £120 free a week isn't going to cut it. But I don't see that you could, realistically, have someone additional in your house for less than that. They'd easily consume a third to half of that in additional food for a start. So if you factor in transport, additional water/heating for them etc - £120 a week looks pretty conservative.
