Settlement for parents?

Dear,
Please inform me requirements for parents one is 70 and other is 55,financial dependent on us,already hold uk visit visa came 3 times and go back but now I m looking to apply settlement.Can I do it and is there any specific requirements for income to support them.Please explain in details as I need to apply it.
