Tier 2 Dependant visa of an Indian child born in the UK

Hi

Me and my wife hold an Indian passport and work on independent Tier 2 visas.
Our daughter was born in the UK last month and I have applied for indian citizenship for her.
I will apply for Indian passport soon.

My question is can I apply for the Tier 2 Dependant visa while I wait for the passport to come?
I tried to fill the Visa application form online and it had an option something like no passport as born in the UK.

if I can apply for visa without passport that would help my travel plans.

You need the passport to be able to apply for a visa as far as I am aware.

Thanks! I also thought that. However, the application form on the HO website has an option of "no passport as born in the UK". Also in the required documents it is asking for
1) my daughter's photo
2) birth Certificate
3)proof of funds.

This gives an impression that it might be possible!
