Changing from Tier 2 General Dependent to Tier 2 ICT Short t

Hi,
I am on a Tier 2 general dependent visa and I want my wife, who is India, to join me here in london.
My wife works for a consultancy firm who might be able to apply for a Tier 2 short term ICT Visa.
My queries are:
1)If my wife applies for a tier 2 general dependent visa in Feb 2015 but before she travles her company offers to apply for a tier 2 ICT short term visa (in say March) , will she be able to switch from Tier 2 general dependent visa cancelled and get a new Tier 2 ICT short term visa in India itself?

2)Assuming answer to the 1st query is yes, will she be able to apply for a Tier 2 General dependent visa after a year from within the uk (move from Tier 2 ICT short term to Tier 2 General Dependent)?

I missed this point. Can you clarify how you are on a Tier 2 Dependent visa if your wife is in India? Who is the Tier 2 G main applicant that you are a dependent on?
