Advice: Main Applicant Priority Service & Dependent Online

Hi,

A friend of mine presently in UK working for NHS, is changing his Sponsor CoS Tier 2. Can he apply his Main Applicant through Priority Service and his dependents through normal online postal services as its going to cost him lot.
