Sibling to take to UK

Hi,

So a little bit of information, we are a family of 5 me and my other brother and my father were taken here to England as dependents and spouse, while my other brother was left behind due to overage rules for dependency. At this point we are all residents and are British citizens of England. Now my brother is left in Philippines, who at this point have a wife and two children. As a family we are trying to find a way to bring him here to England with us, and he is also willing to do so if he can provide money to his family (Since he does not have a full time job there). Thus coming in England with intention to work is one of the reason.
I have read a little about Working Visa, and how it has to have a contracted employer, it also means that after the contract he will have to go back. In any case we were trying to find a right route to slowly get him to stay with us in England or maybe even bring his family in the end to England in the future.

Is this too much to ask for, or there is actually a way to do this?

Unless he qualifies for a Tier 4 Student visa or gets a sponsor for a Tier 2 General visa, there isn't any other route that is easy. He cannot come as your dependent either.

Thank you for those suggestions, regarding student visa. Will I have to talk to the school or college to get information about their entry right? But will he be able to work? wasn't there a restricted available hours for that kind of visa?

So in regards to tier 2 general visa, it mentions something about the certificate of sponsorship reference number. I understand this will be the employer who will employ him to work in England, at a certain x amount of years or months. and this will be a part of the application. This is correct? If so, is there a certain way to find such employer? He has a background job of working as a supervisor at a call center company.

Second, regarding the savings that was mentioned. Will it be okay for us to provide such money to his bank provided that it stays there for 90 days and such?

However,

There was another visa that I saw at this link (https://www.gov.uk/join-family-in-uk/overview) called family of a settled person. Will this work for him? At a situation like this?

The conditions of the visa depends on what level of study he does but unlikely he can work more than 20 hours per week.

Yes. Chain migration is frowned upon in the UK. Spouses and young children may be accepted as dependents, but adults need to apply on their own merits.

If you are or if your parents are British citizens, you could look at the Surinder Singh route via Europe. There is a possibility that this route would shut whatever the outcome of the referendum may be, but that is your only hope.

Ideally, your parents will have to prove that your older brother (and his family) is dependent on them and they will have to move to another EU country, work there and move the "center of their life" there, then invite your older brother there and then bring him in under EU law (provided it hasn't changed by then).

There is no option to bring your brother to the UK on the basis fo his relationship to British citizens under UK immigration law.
