Cool Off period - Switching from Tier 2 to Tier 4 within Uk

I'm currently in the UK on a Tier 2 ICT, short term visa stay of about 12 months. However I will be switching to a Tier 4 student visa while in the UK. I have two queries towards the cooling off period

1) is it mandatory to leave the country for the cooling of period to start. I.e do I necessarily have to leave the country for even a week or so for cool off period to start before returning on my Tier 4 ICT

2) while my stay in the UK on the Tier 4 ICT count towards the cooling off period ? I.e 6 months I spend on Tier 4 will they be acceptable as the cool off period.

1. No, there is no requirement to leave the UK.

2. Your 12 month cooling off period starts from the date that your Tier 4 visa is issued/granted.

Please note, that there is no 'Tier 4 ICT' visa, you should stop referring to it as such.
