Spouse visa

Hi
I want to apply for a spouse visa for my wife who is from Iran but actually in Germany and she has applied for asylum and waiting for her case to be decided by German authorities.
And the fact she still waiting for the decision in her asylum case, can it have an impact on the spouse visa application?
could her visa application be refused on this ground that her asylum case is still pending?
if yes, could we appeal the home office refusal and what will happen in court?
*she has got a asylum photo card and could obtain an Iranian passport from embassy.
*I meet all the financial and settlement criteria for a spouse visa

please help me.

It may weaken wife's asylum case if she seeks support and succour (in terms of obtaining a passport) from the embassy of a country she is claiming asylum against.
