Tier 2 - main plus dependent

Hi,
Please advise for the below:

(1) Myself and my husband are residing in UK since Aug 2013 and i am the Tier 2 General applicant.
My husband's employer is sponsoring him the Certificate of sponsorship so which category will we belong?

(2) Do we still have to go to home country to process the new application?

1. Your husband has to apply from home country so will apply for a new ENTRY CLEARANCE visa. You can apply within the UK if you wish, and will apply for Tier 2 G Dependent LEAVE TO REMAIN visa.

2. Only your husband has to apply from home country. Provided YOUR visa is still valid, you can switch to PBS Dep when your husband returns if his application for Tier 2 General is successful.

Please help regarding Tier 2 General query:

(1) If Oracle Analyst will it be included in Shortage occupation list?

(2) Will the employer need to post the ad for the job even if the person is working in the same company on Tier 2 dependant visa ?
