Leave to remain

Please Help!!!

My wife had a spouse leave to remain. But at the time of renewal, she did not meet the financial requirement, because we don't earn 18,600. Then she had to change her circumstances and apply under flr fp.

She got a letter today which reads: "Your application raises issues relating to the european convention on human rights which are complex in nature. As such, it falls outside our normal service standards for deciding leave to remain applications. Please be assured that we will make a decision on your case as quickly as possible."

What does this mean please?

It is a standard letter, a lot of people get it. Means HO might take a bit longer to process the application.
