Depends on when her visa runs out. A dependant visa holder is allowed to study in the UK (as well as a Tier 1E visa holder) It make no sense for her to go back with a valid dependant visa and apply for Tier 4 again while you are here. I had inquired about this option and I was told I can switch if I am progressing academically, means joining PhD after Masters, but the visa cannot be applied from within the UK. if the dependent is a genuine student and can prove this with her previous degree and relevant work experience and or interests. Or acedamically progressive and some sort of pre-research evidences like paper presentation etc and she is opting for research based degrees forexample. I dont think they can reject the application.
