Is it possible to sponsor UNHCR refugee to come to the UK?

What is your immigration status?

Where are they? any papers? any skills/qualifications?

What is your nationality & immigration status?

What is their connection with you?
They are my brother and sister.

What is your nationality & immigration status?
I am British citizen in full time employment, earning around 50k.

No, you can't sponsor them for a UK visa. The UK does not support 'chain migration'.

If they are in a safe country as refugees, they should follow the process there for residency.

If you're not a refugee then ‘family reunion' doesn't apply.
There is no general concept of sponsorship or petitioning in UK as there seems to be (or used to be) for USA.

Their options are work visa (difficult); student visa (costly).

Or you relocate yourself and your family (and life) into a Union state and do Surinder Singh if siblings can be shown to depend on you and can join you there.
You have to work in the member state (EU treaty rights).
All return to UK later (maybe).
