UK Family visit refusal appeal / human right

Hello everyone ,
I am a newbie here so if I'm posting in the wrong place or not appropriate please advice & correct me .
I am from Iran and have been living in the UK since 2009 & have the ILR and recently applied for citizenship .

I have invited my mother to visit me in the UK for 3 weeks after 7 years, although because of the difficulty of booking visa appointment in Tehran , she booked an appointment in Istanbul .
She attended the appointment and came back to Iran without the passport while her passport was with Uk embassy in Turkey and in this situation when the decision is made you can send a representative to collect the result and documents .

The decision was made on 7th of June and her application has been refused because of this reason :

"you state you wish to visit the family in the uk and you are retired and you receive £200 to £250 retirement salary per month. However I cannot see the salary in your bank statement for the last two months"

However it was a mistake by the pension office in tehran who did not pay the retirement salary in mentioned period and We can provide proofs for that and the payment has been received to her account in full after the application .

MY QUESTION IS : If I appeal against the refusal decision and provide the document ,how long would it take to receive the result ? What is the latest time I can appeal as I need to wait to receive the document from Turkey( representative ) .

If the result of the appeal is positive , what will happen next ? I know that she needs to provide her passport to embassy again but as I already mentioned , she applied in Turkey and cannot go through whole process and travel to Istanbul again . Is it possible for her to send someone as a representative to " PROVIDE " and collect the passport on behalf of her or she has to attend herself ? Appreciate all the help in advance .

She is quite old and cannot go throw whole process and travel to Turkey again (it's very complicated process to apply in another country and come back home without your passport )
So I was hoping to Appeal and if successful send a representative with her passport to attend embassy and collect the visa after required period .

You can't appeal the refusal. You should have provided the evidence at the time of application. Please do click on the links that vinny has provided in his response.

Isn't there a British Embassy in Tehran now?

There are no human rights involved in the grant or otherwise of a visit visa. You are free to travel to meet her, either in Iran or in Istanbul. I went to Istanbul once and my mother flew in from my country of origin. That was easier than to get her to the UK.

I know that recent policy says you can not appeal refusal unless in certain cases , but also know that in my case I can appeal for the human right( already talked to a lawyer ) . I can never go back to my country and have not seen my family for 7 years so I guess it's enough for human right .
As far as British embassy concerned yes there is one in Tehran now but chance of booking an appointment there is close to nil and it's nightmare .
If she could book there , there wouldn't be that much hassle . Thanks anyway for the replies guys
