Strange as late 2012 BRPs were already being issued for ILR applications so not sure why you don't have one.

No, you cannot use your BNO passport for BRP in the form. The passport is not a BRP. The question asks if you have received a BRP card, then answer is no.
If the question is 'have you every submitted/enrolled biometric details', then the answer would be yes.
You will also have to enroll biometrics again as part of your citizenship application.
