Applying for Indian Visa while OCI is in process

Hi,

We currently hold UK passport and received Indian passport surrender certificate. We have flights booked to India for 5th Aug 2016 where we have exactly 5 weeks left to get either OCI or tourist visa. We are thinking to apply for OCI(as everyone is getting OCI in 3 weeks) next week. If we don't get the OCI in 4 weeks time, then thinking of applying for visa to go to india and collect the OCI on our return.

We have few questions around this. Could any one kindly clarify these asap?

1) Can we apply for a tourist visa while OCI application is in process?
2) If OCI is approved while we are in India on a tourist visa, shall we submit the required documents on return which will be in the 2nd week of September?
