Tier 2 VISA Rejected

Hi
I was wondering if anyone can help if been in a similar situation as me?
I applied for the Tier 2 visa (switching employers). However the application got rejected as the employer did not advertise the job on the Job center Portal.
Questions-
1) DO I get a refund for my application ?
2) Can I apply for an administrative review?
3) When can I re apply for Tier 2?

1. No, visa fees are lost if your application is refused. You will only get a refund of the immigration health surcharge.

2. Why do you think AR will be successful? What error did HO make?

3. You can reapply when a sponsor has completed the full and proper RLMT process for 28 days before offering you the role.
