Because of users abusing the system to spam people.

Members need to achieve a certain posting threshold in order to establish their credentials and enjoy the Board
PM feature.
Nonsense/padding posts to increase message count are not permitted and will lead to removal of PM rights.

Thanks for letting me know on restrictions, I wasn't trying to abuse by spamming per se but rather trying to read a pm message sent to me

You were spamming the open forum with nonsense posts to increase your post count to access PM function, this is against the forum T&Cs.

Hi,
Did you considered to give new users option to read the PMs from the registration day and block creating PMs until they will reach the certain number of posts?

No, new users will not have access to any part of the PM function until they have 30 posts and a bit of a track record for following the forum rules. Even then, PM function can be removed if it is abused.
