infant first passport application

salam and hello im British citizen and my wife who is an afghan citizen just got her settlement visa but now my daughter is born and i have to apply for her passport.
and i have looked to different countries to apply from and the fastest application process is from Dubai.
my question is can i apply for my daughters passport application without having the Dubai residency.
please help

if i apply for my daughters first British passport do i need to take her with me in person to those countries that i can apply from or can i just apply on my own with all the documents?

Child is required to submit biometrics.

Yes. Apologies, my mistake; (you just can't get the staff for a Bank Holiday).

Its been so long since we did it that I'd forgotten the reason we had to do the biometrics.
