I lost my BRP decision letter
However , I know when and where to collect.
Can I take my BRP without the letter , just the endorsed passport ?

You can collect from Post Office without the letter. You will need the passport containing the endorsed vignette.

but my friend send me this letter. she said ill need to bring it to the post office when i collect BRP.
However, I dont remember I ever receive this letter.
Can anyone tell me what this letter is ?

I think you'll only need to prove who you are - if you are the BRP holder then they'll release it to you. If you lost the letter so be it - these things happen.

The ohoto above is of a biometric enrolment letter. It is used at Post Office in tge early stages of an in country application.

It is nothing like the letter issued to overseas applicants collecting their BRP from a Post Office.
